In 1994, United States Congressman Harry Waxman held a famous series of Congressional hearings. The presidents and CEOs of the seven largest American tobacco companies were subpoenaed to testify before Waxman's committee. On April 14, 1994, after more than six hours of sharp questioning by members of the House Energy and Commerce Subcommittee on Health and the Environment, the seven CEOs steadfastly refused to budge under stringent questioning that they knew cigarettes were addictive. Each stated under oath that they did not believe nicotine was addictive. Within months, a perjury investigation was initiated by the Department of Justice. www.rusi.org/OnTap2015 Calum Jeffray, a Research Analyst at RUSI gives an overview of a new RUSI report he has co-authored on illicit trade in the UK. The scale and nature of organised crime represent a significant risk to national security and public safety. Organised crime is more pervasive in British society than is generally acknowledged, and includes often overlooked activities such as illicit trade. The illicit trade in tobacco, alcohol and pharmaceuticals is often more attractive to organised criminals than, for example, drug trafficking, given that it is a low-risk and high-value activity. The high profit margins associated with illicit trade are used to fund other criminal activities – a fact not widely understood by the British public. The true scale of the illicit trade in the...

Williamsport Police say at the time of the robbery, a white man entered Puffs wearing a gray hoodie, blue jeans and his face was covered with a blue bandanna. The clerk said he showed her a large Rambo-style hunting knife and she handed over some money. He then took off and drove away in a dark green sedan. As police officers watched neighborhood surveillance video and searched for the robber, patrons were left out in the cold, yet again. Police say the same store was robbed at gunpoint not long ago. Customers were thankful no one was hurt, but some now wonder about a motive. "It's mainly over drugs. People don't want to get out there and look for work. There is plenty of work out there. All they got to do is out there and find it," says Steven Powell of Williamsport. The business closed for the rest of the day on Sunday but is expected to re-open on Monday.

Smuggling Chase By GUARDIA CIVIL Helicopter Gibraltar Bay 9/8/15. Spanish vessels and helicopters were in "clear violation of the international law" after entering UK waters in Gibraltar, the Foreign Office has said. Spanish police chasing criminals have made several incursions into British waters in the past two days, it added. The Royal Navy escorted the Servicio de Vigilancia Aduanera (SVA) - Spanish police's drugs and money laundering squad - out of the waters. Minister Hugo Swire said the incursions were "completely unacceptable". He said: "On 9 August Spanish state vessels repeatedly entered British Gibraltar Territorial Waters without notifying Gibraltarian authorities. "We understand that the Spanish were in pursuit of vessels who may have been committing crimes. However it is completely unacceptable and unlawful under the international law of the sea to enter our waters without notifying us." He described the "repeated incursions into British Gibraltar Territorial Waters" as a "clear violation of UK Sovereignty by another EU country". The UK would be raising the issue as a matter of urgency with the Spanish authorities, he added. In one incident, the Spanish are understood to have been pursuing smugglers who were in British waters when they dumped suspected bales of drugs off the side of a fast-speed inflatable boat. Spanish police also allegedly flew a helicopter over the Sandy Bay beach area of the peninsula, in a move described as "extremely dangerous" by the Gibraltan government. And the Spanish have allegedly also boarded a boat and questioned crew while in British waters. Ongoing tensions The government of Gibraltar said it is "astonished and appalled" by the incidents. Chief Minister of Gibraltar, Fabian Picardo, said the incursions were a dangerous display of "bravado". He also said police in Gibraltar should have been asked to assist in catching the criminals once the chase seemed destined to go into British-controlled waters, blaming the failure to do so for the escape of one suspected drug smuggler. He added: "I am sure I am speaking for the whole of Gibraltar when I say that we consider this has been a serious and unnecessary failure on the part of the Spanish SVA which has had outrageous consequences in respect of the violation of our sovereignty." In April 2013, the Spanish ambassador was summoned to the Foreign Office after a "serious incursion" by Spanish ships into waters off Gibraltar, which the BBC was told was a minor collision between a Spanish Guardia Civil vessel and a Royal Gibraltar Police vessel. And in February that same year, the Foreign Office issued a formal protest after a Spanish warship entered waters around Gibraltar and disrupted a Royal Navy training exercise. Spain disputes UK sovereignty over Gibraltar, which has been controlled by Britain since 1713.

www.rusi.org/OnTap2015 Calum Jeffray, a Research Analyst at RUSI gives an overview of a new RUSI report he has co-authored on illicit trade in the UK. The true scale of the illicit trade in the UK is hard to determine, but not impossible to measure. On Tap is the culmination of a twelve-month study on illicit trade conducted in three regions of the UK – the northwest, east and southwest of England. It provides the first in-depth investigation of the intersection of organised crime and illicit trade in tobacco, alcohol and pharmaceuticals, and suggests a number of steps the government and other actors should take to combat the problem.

Barely Legal Grafters An entertaining and insightful look at the modern-day entrepreneurs behind Britain's black market - and the dogged investigators out to get them. Director Max Shapira gains unique access into the lives of these characters as they use their wit and charm to try and make a living under the radar, away from the prying eye of the authorities. The film features fast-talking veteran tout of 35 years, Slim, who hopes to make a killing during the Rugby World Cup, former slick ad man-turned-tobacco smuggler Mark as he runs the gauntlet of Dover's customs officers, market trader Eric, busted for selling fake football shirts not long ago and put on tag, and partner Mary, purveyors of Smell-a-Like perfumes. On the other side of the chase, we ride along with ex-cop Graham, who runs Britain's premier anti-counterfeiting agency, and Trading Standards officer Lee, leading raids against shops selling dodgy fags across East Sussex, clad in her stab vest and armed with her trusty handbag.

Tripp secretly recorded Lewinsky’s confidential phone calls about her relationship with Bill Clinton. Tripp claimed that her motives were purely patriotic, and she avoided a wiretap charge in exchange for the tapes. She then claimed that her firing from the Pentagon at the end of the Clinton administration was vindictive, while the administration claimed it to be a standard routine. Jeffrey Wigand This former tobacco company executive made enemies by claiming on "60 Minutes" in 1996 that cigarette companies were aware that they were packing their products with addictive levels of nicotine. He says that he was fired because he knew that corporate executives knowingly approved the addition of additives to their cigarettes that were known to be carcinogenic and/or addictive, such as coumarin. Since he has consulted with governments throughout the world on tobacco control policies. He was also played by Russell Crowe in the 1999 film "The Insider", directed by Michael Mann. Frank Serpico Frank Serpico was the first police officer in the history of the New York City Police Department to report and testify openly about widespread, systemic corruption payoffs amounting to millions of dollars. His actions prompted Mayor John Lindsay to appoint the landmark Knapp Commission to investigate the NYPD. He left the force after being shot in the face during a botched drug raid and later immigrated. He really came into the public spotlight when he was portrayed by Al Pacino in the 1973 movie Serpico, with Pacino receiving an Oscar for his portrayal. Edward Snowden Edward Snowden is an American computer professional, former CIA employee, and former government contractor who leaked classified information from the U.S. National Security Agency (NSA) in 2013. The information revealed numerous global surveillance programs, many run by the NSA and the Five Eyes with the cooperation of telecommunication companies and European governments. A subject of controversy, Snowden has been variously called a hero, a whistleblower, a dissident, a patriot, and a traitor. He is currently living in Russia having been given asylum. Mark Felt In the Watergate scandal that toppled the presidency of Richard Nixon, this FBI figure was the secret informant known as Deep Throat who helped Washington Post reporters Bob Woodward and Carl Bernstein. The identity of Deep Throat was debated for more than three decades, and Felt was frequently mentioned as a possibility. He admitted to being the informant in 2005. Public response varied widely. Felt's family called him an "American hero", suggesting that he leaked information for moral or patriotic reasons, although a few thought he should face a Grand Jury.

Who are the real victims of the War on Drugs? #VictimsFirst Take action: http://bit.ly/1bn1mgE Fewer than half of all violent crimes were resolved in 2011, but over 7 million people are serving time in U.S. prisons. The majority of prisoners were arrested on drug charges, and 81 percent of those are in prison for simple possession. While the United States spends billions of dollars and millions of man hours fighting a war on drugs, 59 percent of rapists and 36.2 percent of murderers are never brought to justice. What do we get for that time and money? It has never been easier to buy drugs. The war on drugs isn't working, and victims and survivors of violent crimes deserve more thorough investigations. Whatever your stance on drug policy, Prof. Alex Kreit says, shouldn't we allocate resources to provide for investigations for all violent crimes? Shouldn't victims come first? Who are the real victims of the war on drugs? What do you think should be done about it?
